I know that harp sound. If I remember correctly, it's accomplished by setting a harp sound on each of the 4 voices with progressively larger hold/delays in the amplitude envelopes. If you set them to different semitones/octaves, you could make different notes.

Of course, after you saved the patch, it would always make the same relative broken chord or arpeggio, just at different pitches depending on which note you held down.
